Denise Delaney is Head of the Policy and Risk Horizontal Function within the Financial Regulation: Policy and Risk Directorate at the Central Bank of Ireland. She is responsible for the development and coordination of innovation policy, including the Central Bank’s approach to engagement with innovators, via the Innovation Hub and outreach programme. She is also responsible for the implementation of the Central Bank’s approach to engagement with stakeholders, via the Industry Forum and Financial System Conference.

Joe Heneghan - Revolut Europe
Joe Heneghan was appointed as Revolut’s Chief Executive Officer Europe in June 2021 having served as CEO of Revolut Payments Ireland Ltd since October 2019. He has over 25 years’ experience in financial services. Prior to joining Revolut, he spent 14 years at Ulster Bank (part of the RBS group) in various senior roles including chief administrative officer. He also serves on the Executive Board of Financial Services Ireland.
 
Panel 2 - The FinTech Corridor: Making Fintech Local
Innovation in the financial services sector is thriving in the North-East. As the sector grows rapidly in size, our panel will discuss the potential of the ‘Fintech Corridor’ - which positions the Dublin to Belfast region as the most attractive location for fintech on the island of Ireland.

Jenny Melia was appointed Enterprise Ireland’s Manager of Technology & Services Division in 2022. She has worked with EI since completing a BSc and PhD in Chemistry in UCD in 1996. Jenny has held a number of high-level positions within the company including Manager of EI’s High Potential Start Up Division and as the Irish liaison for EU nanotech and advanced materials funding programmes, she was appointed by the EU Commissioner to their high level advisory group.

 Prof. Daniel Broby - Ulster University
Professor Daniel Broby is an internationally recognised finance academic and formerly a senior figure in the fund management industry. He is Chair of Financial Technology at Ulster University and teaches Predictive Analytics and Contemporary Issues in Financial Technology. In addition to being a thought leader and influencer, he conducts research into capital markets and digital technologies. He is a recognized expert on the financial applications of blockchain and distributed ledgers.

Who Should Attend: The Directors of Boards (PCF1, 2, 3, 4 & 5 particularly the Independent Non-Executive Directors & Chairpersons), Chief Executive Officers (PCF-8), Chief Operating Officers (PCF-42), Heads of Risk Function (PCF-14), Head of Compliance (PCF-12), Heads of Compliance with AML/CFT responsibility (PCF-15), Heads of Internal Audit (PCF-13), Heads of Finance Function (PCF-11), Heads of Legal and others who will be involved in the review and attestation process.  In addition, if you are one of the many payments/emoney firms in the Central Bank's authorisation pipeline or a person who is looking to become an INED at an emoney/payments firm, this event might help gain a deeper understanding of certain regulatory issues.

No later than 31 March 2022, the Boards of authorised electronic money and authorised payment institutions  must attest to the completion and conclusion of a comprehensive assessment of their firm’s compliance with: (1) the firm’s safeguarding obligations under Regulation 17 of the PSR and Regulation 29-31 of the EMR; and (2) the conditions of the firm's authorisation.  This requirement is set out in the Central Bank of Ireland's Dear CEO Letter of 9 December 2021 on Supervisory Expectations for Payment and Electronic Money (E-Money) Firms.

However the Central Bank has not provided any prescribed wording for the attestation.

Join Peter Oakes, Founder of Fintech Ireland, Simon McFeely, Chief Risk Officer, TransferMate and Malachy Kearney, Partner Clark Hill for an in-depth discussion on the Central Bank of Ireland's Dear CEO letter and insights into what Boards and Businesses may wish to consider when preparing to provide the attestation to the Central Bank of Ireland.  

Furthermore the Central Bank expects the Board to oversee this review and to consider the conclusions and any remediation actions emanating from it. If any issues are identified as part of this review, a Board approved remediation plan must be put in place which ensures timely resolution of the issues.   

In addition to the above, the Central Bank of Ireland also sets out in its letter of 9th December 2021 numerous supervisory expectations under the following headings:

  1. Governance and Risk Management 
  2. Conduct and Culture
  3. Safeguarding
  4. Business Model and Financial Resilience
  5. Operational Resilience
  6. Financial Crime 
  7. Resolution and Wind-Up

In the final paragraph of its letter, the Central Bank of Ireland reminded Payment and E-Money firms that they are important participants in the financial system and are expected to be able to demonstrate that they are executing their business in a manner consistent with their legislative and regulatory obligations at all times. Those requirements include These the supervisory expectations set out by the Central Bank in its letter. Importantly the Central Bank reminded that 'as breaches of regulatory requirements may result in customer detriment and/or disruption to the financial system, it is imperative that all necessary steps to ensure ongoing compliance are taken and that the consequences of non-compliance, including in terms of the use of the Central Bank’s powers, are understood by Boards.' 

This event will discuss various approaches that regulated firms may wish to consider in having their Boards attest the completion and conclusion of this assessment must be provided to the Central Bank by 31 March 2022.

Several firms may be able to avail of the 3-month transition period for VASP registration.  While they have a head start on other firms that must register before servicing clients, what obligations do transitioning firms have right now?  What is the registration process and what are the regulatory, legal and compliance obligations for VASPs.  Mai Santamaria from the Department of Finance will ‘pop-in’ for a short discussion about the MiCA Regulation – an important regulation impacting VASPs.

Regulator Information - Did You Know? Source - Central Bank of Ireland
  1. The European Union’s Fifth Anti-Money Laundering Directive ('5AMLD') extended Anti-Money Laundering and Countering the Financing of Terrorism ('AML/CFT') obligations to entities that provide certain services relating to virtual assets.
  2. Ireland transposed 5AMLD into Irish law by way of the Criminal Justice (Money Laundering and Terrorist Financing) (Amendment) Act 2021 (‘2021 Act’) and the provisions of the 2021 Act that relate to VASPs commenced on 23 April 2021.
  3. The 2021 Act extends the Criminal Justice (Money Laundering and Terrorist Financing) Acts 2010 to 2021 (‘CJA 2010 to 2021’) to VASPs. For the purposes of the legislation, VASPs are firms that provide any of the following services relating to virtual assets:
 
  • exchange between virtual assets and fiat currencies;
  • exchange between one or more forms of virtual assets;
  • transfer of virtual assets, that is to say, to conduct a transaction on behalf of another person that moves a virtual asset from one virtual asset address or account to another;
  • custodian wallet provider; and
  • participation in, and provision of, financial services related to an issuer’s offer or sale of a virtual asset or both.

The 2021 Fintech Ireland Maps Release Monday 15th March 2021 - 1pm to 2.30pm (Irish / UK time)

Join our hosts, moderators, speakers and panel members from Starling Bank, EquiLend, TransferMate Global Payments, UBO Service, the Department of Finance, Remitly, IDA Ireland and Fintech Ireland.

What: Fintech Ireland is launching the 2021 Fintech Ireland Map at its first in a series of webinars. Led by Peter Oakes and Peter O’Halloran, we will be joined by a host of excellent panel members covering both Irish’s incredible indigenous and rapidly scaling fintech and international fintechs which call Ireland home. 
  
Along-side the famous Fintech Ireland Map of Irish fintech, we’ll be releasing an international map showcasing premier international fintech which have established in Ireland from the four corners of the globe!
 
We will announce further details in the coming week.

How to join the Maps - BEFORE 6PM MONDAY 8TH MARCH 2021: (1) indigenous Irish fintech wishing to join the indigenous Fintech Ireland Map; and (2) international fintechs wishing to join the inaugural Fintech Ireland International Map, MUST COMPLETE THE SURVEY https://fintechireland.com/fintech-survey.html. If you miss the cut-off date, recommend that you still do the Survey so as to be included on a later edition of the Map.​
 
If you are on the Map and your logo has changed since the last Map update, you need to email the logo to [email protected] in PNG or JPEG format (no pdfs!) BEFORE 6PM MONDAY 8TH MARCH 2021 otherwise your old logo will remain on the Map.  We politely ask that everyone on the Map who has not completed the survey to do so.

In addition to launching both the updated Irish Fintech Map, which will see the number of fintechs on the Map grow from last year’s 230 and the new International Fintech Ireland Map, we will be joined by expert fintech guests to discuss the burgeoning fintech landscape in Ireland and will get their thoughts on the changes to Irish fintech in the past 12 months; how they see Irish fintechs scaling internationally; being funded; and how they are dealing with current challenges arising from rapid digital transformation, changing consumer expectations and Covid.
